Ключевой вопрос: в праве ли автор изменить лицензию. Если это Qt Company, выпускающая свою библиотеку под двойной лицензией, то вполне может (но там и вторая лицензия на весь код, а GPL лишь на часть). Если Васян и я опубликовали проект, а потом я вдруг захотел сменить на MIT, либо мы договоримся, либо Васян отправит меня подальше под дружное одобрение Анонимов. Если Васянов сотня, то договориться невозможно. Зато если все передали права в FSF - можно сместить Столлмана, что и пытались.
