не могу настроить NTP сервер
Вот конфиг:

А у других компов в локалке тоже под линуксом мой айпишник Status "Down" в SNTP настройке.

Во-первых, это статус "чужих" серверов. Смотри ещё и свой, localhost или где он у тебя.

А во-вторых, именно после _перезапуска_ сервиса он некоторое время вообще не отвечает на запросы клиентов -- пока "стратум не наберёт", насколько я понимаю.

Некоторые(?) клиенты могут видеть ответ сервера, но не используют его "принципиально", если стратум "большой" (5-6 afair для ntpdate или ntpd...)

И ещё, если разница с источником больше 3 минут, кажется, то ntpd не будет двигать системное время. На такие случаи, например, ntpdate при загрузке пускают -- до запуска ntpd.
